This is an issue that may be best handled if there was consistency across grade levels. I find it very difficult to require students to use cursive if they have not been given much instruction or practice prior to arriving in my classroom. I feel that if our students are learning to master the writing process then we could afford to spend less time worrying about what the writing looks like.
